On January 23, 2003, Public Citizen's Director Sidney Wolfe sent a letter to the West Virginia Board of Medicine to request that the Board initiate investigations on the 20 West Virginia physicians that have either lost or settled five or more medical malpractice cases without receiving any type of state disciplinary action. The letter described what the group had compiled from the public-use file of the National Practitioner Data Bank of doctors with multiple malpractice payments that practice in West Virginia and had not received state discipline.
